In order to submit these documents to IBCC, one has to get these verified from both metric and intermediate boards. I remember it almost took half of the day as you have to goto several different rooms/offices to get it done. It involves some walking and waiting and patience..not sure if they changed anything now.
According to the link I shared, blood relatives: siblings and parents can do it on the behalf of applicant. I recommend they keep their NIC with them when they go.
My assumption is u want to get it done for HEC.
Original has to be attested in order for photocopy to be attested. I suggest calling/asking if they are willing to attest the scanned copy.
With courier, there is always a risk involved...you can use a reputable courier along with a tracking number. Another option is to get the duplicate issued first and then get them verified and attested.
