attestation of educational cert. from India but living in UAE

Hi everyone I need your guidance.
we are applying under the category FEDERAL SKILLED WORKER IMM 7000 for Canada immigration.

given below are my queries:

1. Should the principal applicant's educational certificates(ex: bachelors degree certificates, class 10th and class 12th educational certf.) need to be ATTESTED by a notified party ( judge, magistrate, officer of court of justice etc.) in India before sending it for ECA assesment?

2. how long does it take for the ECA assessment report to arrive?

3. My wife and I are married. so should i submit the form STATUTORY DECLARATION OF COMMON LAW UNION (IMM5409)?

Pls clarify all the above.

- Send the University Transcript in original and Sealed by the University.
- A copy of degree certificate (attestation is not required)
- A copy of all your university mark sheets (attestation is not required)

2. how long does it take for the ECA assessment report to arrive?

- Average turnaround is 3 to 4 weeks

3. My wife and I are married. so should i submit the form STATUTORY DECLARATION OF COMMON LAW UNION (IMM5409)?

- Please check the Application Guide in the CIC website. I am not sure about this.

Pls clarify all the above.
