The caregiver program requires that you work in Canada first on a temporary work permit based on a job offer from an employer in Canada.. Unfortunately there's effecitvely no chance you will be approved for a temporary work permit as an asylum claimant.

I would recommend that you focus on your asylum claim in the U.S.
