A friend of mine ask me to post for him, so here is the details.
He applied for asylum November 1998 from Montreal, his application got refused after that he appeal on humanitarian ground it is still going on in his knowledge (last letter he received it was January 2005) after that he stop responding to it, now he want to apply for immigration but he don't have passport because that is with CIC office and he can't get new one without PR card.
SO any advice please.
