Hi everyone,

I have a CRS of 435, currently working fulltime in BC, Canada on PGWP which will expire on May, 2017. I missed the EE BCPNP last time, as I didn't have enough work experience. Last week, I received a PT from OO PNP, but I am not really sure if I should apply for it.
The reasons are as follows:

+ I hope Draw score will go down sub 450 within this year or early 2016, so I will have a chance to go directly with EE without wasting money and time on any PNP. My CRS also will jump up to 466 next September when I have two-year working experience, but only 8 months left on PGWP to apply .
+ I will wait for BC PNP opens again in early 2016, so I can apply for it and be able to stay in BC after getting PR status, instead of moving across the country to Ontario, leaving a good and stable job.

I know many people outside Canada won't hesitate to move to anywhere in Canada, as long as they have the PR status, I will too if I don't have any choices, but right now I do have some choices to decide on. I appreciate any comments and advice.

I think you have the luxury of time with your PGWP. If you intend on staying in BC anyway, you can indeed wait for your CRS to improve next September; most EE applications are processed within 6 months anyway. I don't know how much the application to BC PNP would be, but in case you are impatient to get PR status already, then you can also proceed with it.
I have no idea when the draws would fall below 450, but my opinion is on the pessimistic side.
Also right now, at the rate that OINP is working, you will get your AOR by the time BC PNP reopens. :)

What worries me about the new EE BC PNP is that it says it will have "... a new points-based intake system to prioritize high-impact applicants and ensure occupations and skills are aligned with B.C.’s labour market needs." From what I understand from that setence, the new BC PNP might have certain quotas on certain NOCs and require high CRS points in order to apply.

Worry about it when the criteria comes out. Since you already have BC education and work experience, those are usually very big contributors of points in points-based PNPs. The quote you included implies BC will implement their own points-based criteria, rather than go by CRS scores like what Ontario is doing, but you'll have to just wait and see.
I myself qualify for a few PNPs already even without any Canadian education or experience. So I think you are fine. :)
