According to the link below, Canada will not likely return to normality within a year. So the people who have sent their passports to the visa offices may have to wait for months to get their passports back. This will cause issues for people who stay in foreign nations or have urgent travel plans.

I am thinking that we may need to fire a collective petition or something like that to bring the awareness of our situation to IRCC.

P.S. This is not only about folks who are waiting for CoPR. The visa offices probably won't issue new PPRs until their have cleared their CoPR backlogs since they have limited space for storing passports people send.
 
I agree. I already raised this concern to IRCC on Twitter. This is their response:

“Hi. Please contact the VAC Contact Centre to arrange to have your passport returned to you by courier or in the mail. Each VAC website contains their specific contact centre information. If the VAC Contact Centre is closed, please contact the IRCC office responsible for processing your application. “

So looks like they’re basically saying “if you want your passport back, you can. But we’re not gonna stamp it any time soon. “
 
Agree. I think the best cause of action right now is to wait if you haven't sent in your passport. Most VACs all round the world are closed anyway. The VAC in my home country (not in the country i currently live, which is closed) even suggested I not send in my passport for stamping until situation is more clear. They said they haven't systematically received stamped passport for over a month now and the consulate is only maintaining essential staff to assist emergency request from Canadians.
