Are Visitor Visa refusals typically faster than approvals?

I had initially applied for a Visitor Visa and received a refusal within 4 business days of doing my biometrics.

I reapplied once I was able to get more supporting documents, and current application status is “submitted”. It’s now been 8 business days and still no update on my application status.

I understand there are processing times, but do refusal results typically come faster than approvals?
