So I Left my country about 7 months after I turned 18.
I have not been back since and I have no relatives or friends left there.
The only way for me to get a police certificate is through a government agency and I have to pick it up in person.
I talked to my consulate but they said that they do not take care of that.
Is there a way I can be exempt from that?
I have not left Canada since as I have been studying and now working.

I've read a few cases, when affidavit was provided... but that was in case of War Zone.
 
Well I dont know if it would apply. I am from Venezuela and things are very rough there right now.

Can you confirm that you have already tried the online process indicated by the CIC website?

Have you been in Canada the whole time (e.g. no other PCCs are required?)
 
I tried that already. The way it works is that I have to log in and apply for it early in the morning and once it is processed I have to go and get it in person or someone in my name has to get it. Thing is that I don't have anybody to pick it up for me.
There is no online way of getting it.
Sadly my government always gives a hard time to people who wants to leave the country.
