Are the #s of completed application for FSW/ NOC code in CIC site accurate?

Hi everyone...

Would like to know if I can still apply for FSW. Is the number of completed application posted in CIC website accurate?
I am under NOC 2171 and total application is still at 348.. But when I talked to my agency, they are referring to other sites and the cap is already at critical level..

Need help or advice if I will still push through with my application..

The numbers on the CIC are as of mid July (approximately). They represent the applications CIC has opened and initially reviewed.

Would like to know your opinion I will still push through with my application.
Will CIC refund the payment I made if ever the cap is already reached?
