Are Inland PRs considered as settlers for customs waiver on return from home country the first time after PR?

Hello, me and family got our PR as inland CEC applicants early last year. At present we are travelling to home country and looking to bring all our needed stuff. Since this is our first trip since PR status, will customs consider us as settlers and waive the customs duty? Please advise.
