Are incorrect VO submissions indicated at CIO or Visa Office?

I've received my PER email in September.. And was notified that my application will be sent to the VO for processing..
However now i'm having some doubts about the VO i've chosen.
Visa Office list says Abu Dhabi, except for "Federal Economic Immigration" to indicate London.

If I chose wrong... would my application have been returned to by CIO directly and not issued a PER instead..?

I am not sure, but I think I remember having read a similar query somewhere on this forum before. I might be wrong, but I think those files were sent directly to London instead of Adu Dhabi. Try the search function.

I did, and nothing came up.. not addressed anywhere on this forum.
