Are Goods Accompanying / Good to Follow Lists really required for a short stay ?

Hi guys .. So after reading several threads about this, I can't seem to get a clear answer. Some people are of the opinion that BSF186/BSF186A (i.e. B4/B4A) forms are needed to be filled out and handed in after initial landing in all cases, while others believe that they are NOT needed if you're just doing a short temporary landing, and that they can instead be submitted later on when you *actually* plan to move to Canada for real.

Which opinion is correct here, because I'll be making my initial 'landing' in a few days but will exit Canada in 3 days. Need to know if preparing the customs list in advance is a good idea or not, given the above.
