Approximate timeline !

Can someone tell approximate timeline for Pakistani applicant from the date he applies till the final decision is made. Can people working in Gulf still apply through UAE (fast track) or they are supposed to apply from their native country only. Lastly, would it be ok for a 45 years old individual with engineering background to apply at this stage with his family of one wife and three kids (10,7.4 yrs respectively).
