Depends upon your country of origin and also on the PR stream. CIC does it, you cannot choose your own office.
 
folks,

All the CIC guys who were processing paper based applications would be now free and would be redeployed to process express entry applications. It is not 9000 ITAs, it is 9700 ITAs....close to 10000 in January, 2017.

Remember, they have increased the targets for the economic immigrations. This means that they have to increase the draw size, if they cant draw every week.

To process the applications, yes, they definitely need more resources. The resources may be redeployed from refugee processing process and so on.

This is all positive folks ....please dont question....

Majority of these applicants will not be submitting the applications at the same time. The load will be distributed over months. The change of allowing 90 days to submit the application now makes sense.

I think it would be quite distributed as some would be able to submit their eAPR within 15 days while others may submit on the 89th day.
