approved lmo for re-use?

any input to our featured situation?

my friend applied for fca in different company who provided open LMO - (in-canada application). my friend took both the LMO available in the two different employers. despite of double fees to pay, she did it in the thought of if the first applied wp becomes negative she has still another one to count on. how fortunate that the first applied wp is positive.

the question is:

1. can the LMO be re assigned or is it transferable to another prospective tfw even if used and later the one who used is cancelling the named lmo and wp is not interested anymore to pursue while it's not yet decided?

2. if yes or no as trasferable; is the fee paid can be also refund since the wp before being decided on is cancelled due to not pursuing anymore?

1. The LMO can be re assigned or transferred but the employer should do that. its a simple process because it actually happened with me.

2. I don't know anything regarding the second question...

If both work permits are approved, I don't think your friend will be able to chose between the two jobs. If you hold one work permit and then another one is approved in your name, then the first one is automatically canceled. I believe this means that if both work permits are approved, the first one will automatically be canceled and only the second work permit approved will be valid.
