I was reading about the Approved language tests from the official CIC site:http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp

but I didn't get all it about

First official language (Maximum 24 points) ======= (What does this mean)

Second official language (4 points if you meet the minimum threshold in each of the four language abilities) ====== (What does this mean)

under each there is a table with the scores need to get so does this mean it is optional to get any of these or what
 
It really depends what you are applying for. Sometimes a minimum language score is necessary and sometimes it isn't.

If you are applying to immigrate, there's likely a minimum you need to score.

Really difficult to provide any further details without knowing what you're planning on applying for.
 
If you are applying for PR through the Federal Skilled Worker program and then it is mandatory that you include the results of an approved language test in your initial application. If you take IELTS, then you must score a minimum of 6 in each of the categories of the test.
