Appointing Representative after submitting the application

Can anyone please let me know if there is an option to appoint a representative after submitting the CEC application?

Where to send your form:

If you have not yet sent your citizenship, immigration or other application, send this form along with it to the office listed in your application package.

If you have already sent your application, send this form to the office where you sent your original application.

Will be great if you can provide some insight on another questions that I have.

The question is, will representative be able to get the VISA (PR) stamped on my passport if I hand my passport over to him? I am asking this because I chose CPP-O as my VISA office and I might be in India when my application gets processed & I am asked to get my passport stamped at CPP-O?
