Applying visitor visa after refusal

Hello ,my brother wanted to apply for visitor visa. He has a refused visa 3 years ago,for the reasons I applied for both my brothers at the same application
He was in school,and I didn't provide a letter from school that he will be absent for that period of time.
He didn't had a lot of financial,because he was not working
Now he finished his professional school
He is working more than 1.5 years on the same place
He has more financial .
And the reason why I want him to visit,is that I haven't seen him in 4 years.
What should i add to make the case stonger ?

He needs to state the refusal. He needs to show:

- ties to home country (job letter with leave, house, property, family)
- funds (bank accounts showing he can afford a visit)
- travel history

You can provide a letter of invitation on why you want him to visit you.
