applying PRTD for the second time from India to pick up my PR card

i entered Toronto along with my parents in 1999 on permanent resisdence visa,due to severe illness of my grandmother, i and my family had to return back to India. i have applied for a travel document based on humanitarian ground(based on minor child) and i was granted R1 category travel document. I landed in toronto on 2015-09-17 and i applied my permanent resisdence card on 2015-09-28. Then i reached back to India on 2015-10-02 to finish my final year of engineering(which would be done by 2016-06-30) and recently i have recieved a letter from CIC to pick up my pr card personally. Right now i'm in India
can i apply for a PRTD again? Would they give the travel document second time also? If i don't get my PRTD what are the ways to come to Canada

please give me any suggestions

1. I think that you are going to have difficulty getting another PRTD. You were given the first one based on H.& C. claiming you were going to reside in Canada and you turn around and return to India. I think it is going to be a case with IRCC that you had your one shot.

I'm sorry to put it like that but what you did was a very, very bad idea.

As PMM already said: You asked to go back to Canada on H&C grounds which meant that you expressed that it was more or less "unbearable" for you to live in India after you were removed as a child. The fact that you returned to India literally just days after you arrived back in Canada puts that into reasonable doubt.

I would highly recommend that you ask an experienced immigration lawyer (not an immigration consultant, they know nothing) on how to proceed. I think it is quite likely that if you just apply for another PRTD right now, you would raise a lot of red flags with IRCC.

can i take tourist visa to us and enter by a private vehicle at naigara or windsor boarder along with my relative who is a canadian citizen
