But looking from your small post, it looks like no. Because only information system managers can apply in IT and it takes about 6-8 years of experience do get in that role and as you mentioned you are a student it may not be possible.

Hi All,
I did my bachelor of business degree in India and then i moved to US in 2003 on an h-4 visa. Now , I'm pursuing bachelor's degree in Information system ( To be completed in may 2010 ) . I worked as a computer lab lead worker for an year at school and then I worked as student manager for dining services at University for 2 years . Is it possible if i could apply for canadian PR based on my dual degree and on my work experience at University. Please help/ suggest me
