Interview - home country or regional hub visa office. But interview requests are not required in most cases. Not surprisingly, usually in cases where there are more doubts about relationship etc. If your spouse has a TRV - it may be that this is a positive sign that no interview will be required (I emphasize may - possibly not). Obviously if doesn't already have one, the issue is whether the spouse will get a TRV at all.
Thank you for the detailed info. No, he doesn't have a TRV yet. There isn't any point in doing so if his VAC is closed... and as it is the estimated time is 123 days... We haven't submitted our spousal sponsorship/pr yet either. We're just at a loss and confused as to how to proceed with covid shutting everything down. It's really painful being apart for both of us and it's worse that we don't even know when we will be together. The plan was to go in December...but the covid numbers are rising again, so I'm doubtful.
I would strongly recommend that you submit the outland sponsorship application asap. The longer you wait the more you are likely delaying your ability to live together.

Most likely, you will need to sponsor him for PR outland and he won't be able to come to Canada until the outland sponsorship application is approved.
The longer you put off submitting the outland application, the longer you're most likely going to continue to have to live apart.
Well, that's so sad. I would visit him... but with quarantine on both ends I just can't take that time off work...I already had to do that with my repatriation flight.Without the TRV, concur with scylla, best get your outland application in.
He can apply for TRV later, of course, it won\t harm your app. But may not get approved either.
The TRV... do you have stats on how often a spouse is denied/approved...is there a way to find this information. I told my husband we may skip this and wait until I can travel again without quarantine. He's really discouraged but I don't want to move out of Canada...
Reason why a TRV is harder to obtain is that a TRV is just that , a Visitor Visa “ is for visiting . Your spouse would not be visiting , his intention would be staying in Canada for the long haul until his application for permanent status is approved . That is not visiting
That is why others are recommending to put in his Outland application sooner than later because the process times are increasing
Why wait for a TRV application to be processed and potentially denied , when you could at least get your Outland application into the processing stream ?
If his TRV is denied, at least you’d know his Outland application is in the pipeline, being processed.

I understand what you are saying and we are just waiting for his police check and we can submit our application. No, the plan wasn't for him to stay while the application proceeds. It would likely be for a 4 - 6 weeks visit until I can go back there and visit again.
You are a PR - correct? If so, you can't move out of Canada if you want to sponsor him for PR. You are only eligible to sponsor him for PR if you are living in Canada.
Yes, I understand that. The option was to move to his country permanently. I don't want to do that.
