Thank you for the detailed info. No, he doesn't have a TRV yet. There isn't any point in doing so if his VAC is closed... and as it is the estimated time is 123 days... We haven't submitted our spousal sponsorship/pr yet either. We're just at a loss and confused as to how to proceed with covid shutting everything down. It's really painful being apart for both of us and it's worse that we don't even know when we will be together. The plan was to go in December...but the covid numbers are rising again, so I'm doubtful.

The TRV... do you have stats on how often a spouse is denied/approved...is there a way to find this information. I told my husband we may skip this and wait until I can travel again without quarantine. He's really discouraged but I don't want to move out of Canada...

You are a PR - correct? If so, you can't move out of Canada if you want to sponsor him for PR. You are only eligible to sponsor him for PR if you are living in Canada.
