I would like to apply an online visitor visa for my mom. I would like to know if its legal that I could apply on her behalf, and I can make and access her GCkey account?

Yes, you can create the account for her. There is also a form to indicate that you will represent her.

Thanks for the advise. Also if my brother applies at the same time, would he be part of my mom's application or apply separately?
He is 24 years old.
Would he also need a separate GCkey profile or just my mom's would be enough?

For my parents, I created a separate account from mine and submitted the application. If you apply on their behalf, you would need to submit an additional document, which I avoided.
