If we apply from Outside of Canada, how long would my spouse/applicant have to wait before she can travel outside of Canada? Would we have to wait for an approval first and if so, how long does that normally take?
 
Your question is a little confusing...

If your spouse is the applicant and she is applying outside of Canada then your spouse does not need to be in Canada at all. The only restriction is on sponsors leaving Canada if they are not themselves citizens.

Unless your question is about your spouse re-entering Canada before the process is completed, in which case it depends on whether she is from a visa exempt country or has a temporary visa of some kind, and being able to prove that she is intendnig to leave again if the application is not approved. If your spouse is in Canada and applying from outside, she must be able to leave Canada because she may need to leave for an interview in the country she is applying through...

As I said, your question is a little vague. If you put more information maybe someone can help you more.
 
Sorry. I am a born CDN citizen and she is from South Korea and is presently there. I am going to Korea this Dec to get married and we are both coming back to Toronto together. She will come as a visitor and she will APPLY OUTSIDE OF CANADA as I heard that we can leave the country during the process. However my question was, do we have to wait for the application to be accepted, processed or approved before we go on a vacation. We were looking to go some time in January or February.
 
As a Canadian citizen you are not restricted in your travels at all - except that you might want to arrange for someone to check your mail for you in case you receive somethng from immigration that requires your attention while away.

As for your fiance - there are two considerations: 1. She'll need to qualify to enter in whatever way she usually does as a Korean citizen (an entry visa) and 2. She will need to prove that she is planning to leave the country before her visa expires. She will want to bring with her the ticket booked back to Korea to show when re-entering Canada after your vacation. She'll need to be prepared to answer questions about her intentions while waiting for her PR and should her application be rejected (I'm not sure at what point it registers on the system but definitely people have been asked about their immigration applications when entering so it DOES come up on the computer system). Basically it will be at the discretion of the immigration officer whether he feels that she should be allowed into Canada or not. This is true everytime a visitor enters the country and will continue to apply to your Fiance until she received her Permanent Resident visa.
 
South Koreans are visa exempt and do not need a TRV to enter Canada.
 
I think it's ok to travel to both of you, bring your marriage certificate with you when you go and tell them that your wife is visiting you. I hope she has return ticket to Korea because like this it will look more reliable. In the other words, your wife is korean and she can travel where ever she can with Korean passport, it shouldnt be restricted for he to enter Canada either.
Anyway, I will be in the same situation soon as will try to travel to USA with my husband (canadian) so I will let you know here if any problems will occur for me when re-entering canada.
