Applying from other country, need answer please

My girlfriend is from the philipine but she is gonna apply to keep studying here, right now she is in germany.

Question: Even if she is from the philipine, is it possible for her to apply from germany for canadian visa without having to return to the philipine only to send application ?

1. Yes, she can apply for a visitor visa (TRV) in Germany.
