Applying for Tourist Visa Without Ticket

I have a PR for Canada and my parents are planning to come see me but they are not entirely sure when. And since they are 70+, they aren't sure if they want to put their health at risk. But they want to apply for the visa just in case they decide to come to see me.

I created their account on CIC and was wondering, can I just apply for their visa with an itinerary because they don't wanna buy the tickets and waste the money in-case they plan to not come.

\Sure, lots of applicants do that. Never wise to go ahead and fork out money for a ticket etc. just in case the application gets denied
The VO will look at other factors besides them just having a return ticket.

Ticket is not required and they actually advise against buying tickets before getting a visa.
