Applying for PR

Guys, I am confused on applying for PR. Do we need to work full time for a year after getting PGWP in order to be eligible for applying PR or we can apply for PR immediately after getting PGWP? and also do we need to take IELTS test in order to prove our english proficiency even after completing 2 years master's program from Canadian University?

A PGWP just gives you the opportunity if you get the right level of job to gain the work experience if more than a year to use towards a PR application. Nothing to stop you applying for PR at any time but gaining the one year minimum work experience adds to any application.
