Applying for PR with an Open Work permit.

I'm an international student and my husband is here with with an open work permit. I just wanted to know like how long he can work before applying for a PR in Manitoba. Awaiting your response, thanks.

he can apply as soon as he is eligible for the program. he doesnt have to be in canada to apply for PR.
