Applying for PR from Quebec

I am an international master student in Quebec. Next year I'll finish my program.

I wanted to know, after I apply and receive my CSQ, through the Programme de l'expérience québécoise (PEQ), which streamlines the processing of the document, can I apply right away for Canadian PR?
