Hi,

I received my Canadian PR in 2015, but I didn't migrate because of personal reasons. My PR will expire in June 2020. I doubt that I will qualify for an extension based on compassionate reasons. I will appreciate if somebody can guide with the following 2 questions:

1) Given that it is unlikely that I will be able to extend my PR on compassionate grounds, Is there any chance that I could apply for PR again (for example under the Express Entry program)? Is there any chance of getting the second PR given that I did not migrate after getting the PR for the first time?

2) Would it be better to renounce my first PR or let it expire?

Thanks for any guidance here.
 
There are so many posts on this forum for a similar scenario but anyway first point is only PR cards expire PR status never expires and can only be revoked or renounced .

If you want to reapply for PR then you would first have to renounce your current status and if you qualify no reason to expect any issues with a new application based on previous status.

You could of course take the risk assuming you still have a valid PR card that expires 6/2020 simply jump on a plane for Canada and take the risk that you can enter without being reported which could lead to your PR status being revoked.

As a PR you would be entitled to enter Canada regardless but of course with this option if not reported for failing the residency obligation you would need to stay put for a minimum of 2 years to reset your residency obligation and also not until then attempt to renew your PR card.

As for compassionate reasons generally they would need to be something along lines of looking after a seriously ill or terminally ill close relative who has little or no support in home country such as other siblings for example. Financial or work reasons would never work but with either scenario nothing is every guaranteed and obviously would be a case by case basis.

In any case you cannot renew a PR card from outside Canada so this would only be for a PRTD once the PR card has expired that allows you to travel back to Canada or if you were reported at the border and presented reasons to support an appeal.
