Hi there,
I've been married to a Canadian for a few years but we are just going to put my Spousal Sponsorship papers in this week.
Thinking about applying for a one year post-grad program Jan 2014 to keep me occupied while I wait for paperwork to go through, I was informed by admissions that at least I don't need to pay International Fees as I'm a dependant but no one is quite sure If I need to apply for a student visa or not. I would be under a Visitor's Visa and I'm from a Visa-exempt country. I'm finishing up a single university distance course and admissions told me I wouldn't need one.

Can anyone chime in?

You are not a Permanent Resident, so you need a study permit. Distant education doesn't require one.
