Applying for PGWP in a different province

Hi, I am an international student from India currently enrolled in a certificate program in Calgary and wish to take another certificate program in 2020 in Calgary too. My brother is a Canadian citizen and lives in BC
Can I apply for PGWP in BC?
Will there be an issue during the PR application process since I have studied in Alberta but applying for PGWP in a different province.
