Applying for permanent residency through two program at the same time

I am currently looking into sponsoring my partner for permanent residency, which need to be done fairly quickly before his work visa ran out. I was wondering if it is possible for him to apply through the pnp program when it gets reopen next year while the application for sponsorship is being process. Would this affect his chances of getting either one accepted?

Yes he can...and no it will not.

A person cannot submit two sponsorship applications at the same time (Inland and Outland), but your plan is perfectly fine.

Oh...if your main concern is his ability to work beyond the validity of his current work permit, you could always consider the Inland Spousal Sponsorship application. Yes, it's painfully slow (compared to Outland), but he would be eligible for a new Open Work Permit within ~ 4 months, as long as the application and OWP are received by CIC prior to his current WP expiry date.
