Hello:

I am a Permanent Resident and will be getting married this year. Being a PR can I apply for my husband's PR card. He has never applied for immigration to Canada.

Yes - you can submit a spousal application for your husband so that he can obtain PR status as well.

However since you are a PR (rather than a citizen), you must be living in Canada in order to sponsor him for PR and you must continue to live in Canada while his application is being processed.

You cannot just apply for a PR card, he will have to go through the immigration process.
As a PR you have to be in Canada to sponsor him.
