applying for Mum to visit me

hi guys, I got my PR card in July 2017, can my mum apply for a supervisa to come visit me? she already applied once and got rejected so I want her to try again but is it possible that they accept it? and is it better to apply for a normal visitor visa?

Before you consider applying for the Visa.....please ensure you have addressed the issue that may have lead to the earlier Super Visa refusal.
