Applying for Indian PCC before ITA

Hello friends,

Requesting an Indian PCC through Passport Seva Kendra requires documentation as proof of residency application or something similar. Usually PCC is applied for after ITA. But what kind of document do I show if I want to apply for one before getting an ITA? Any advice on this?
