Applying for citizenship without PR Card / Processing time Bill C6

I lost my PR Card and applied for a renewal. Still in process.
I wanted to apply for citizenship under the 4/6 rule (because I expect there will be a lot of applicants after October 11th under new 3/5 rule).
1) What do you guys think about processing times after bill c6? Now it looks preetty fast. Does it worth to apply under 4/6 or it will be mixed with new applicants anyway?
2) Anyone applied without PR card? Did they ask any additional documents/questions?

Processing times 2015-16->2016-17-> As of now -----------> 21 Months->15 Months->12 Months

My prediction is
Processing times 2015-16->2016-17-> 2018 -----------> 21 Months->12 Months->18 Months
