Applying for an open work permit while waiting for PR

I got my closed work permit about 3 months ago and also applied for PR through EE a few weeks ago. The company I work at might run out of money soon (it's an early stage startup), here are a few questions I have:
1. Can I apply for an open work permit while waiting for PR?
2. If the company ceases operations, how will that affect my PR application?

Have you already received ITA through Express Entry and submitted your application?
Do you hold a valid work permit now? If so, when does it expire?

Yes, my application has been submitted for 7 months now after getting an ITA. I have a valid closed work permit which is expiring in 2021 Feb.
But my application is stuck due to COVID and my company is running out money and can stop its operation any time soon and I need to change my job asap.
