Applying for a TRV to get married - What do we ask for?

My partner is from a country that does not recognize our relationship so we are unable to safely be married. I'm planning to have my partner come to canada on a TRV and get married. It's unsafe for them to leave once they do however, so we plan to apply for in-land PR as soon as possible.

What do we ask for on the first TRV and state upon entry to the country? I'm really worried my partner will be denied entry as it's pretty clear they dont intend to leave. But I don't know what other option we have.

Regardless of the fact that your goal is for your partner to remain, apply inland, and not go back (many people indeed do it this way), when applying for visitor visas you must convince the authorities that the person will leave the country when they say they will/upon the expiration of the visa. Basically, saying that you'll use the visitor visa to practically move and stay permanently in Canada will guarantee you don't get said visa.

You're applying for a visitor visa as a, you guessed it, visitor/tourist for the purposes of, again, a visit. Show as many ties to the country of origin as you can, to ensure that you get the visa.
