Hi, I came to canada 6 months ago to study in a language school,
When I applied I received a letter from the Russian consulate stating

Your study or work permit will be issued to you upon arrival in Canada, subject to your compliance with the requirements of the Immigration and Refugee Protection Act and its Regulations.

But I was not given one, upon arrival. Neither I was asked to do the medicals, when applied for the visa.
My visa says category:S-1 Student and is valid from 01/05 till 30/12 this year.

I liked it here in Canada, and now want to enroll in another ESL program, that will lead me to studying in the university here.

I am very confused as whether I can apply from within Canada for a Study Permit or can't, as I simply don't have the permit, that my friends that go to the universities have, attached to their visas.

I do have an acceptance letter from the university, and went to an immigration lawyer, who said I can apply from Canada, but have to pay him 600$.

Please give me an advice, or your opinion, or whether you have experienced same, or have a good immigration resource in Edmonton.

In my opinion, a study permit is required for a program which is longer than 6 months and that is probably the reason you were not given one. Yes, you can apply from within Canada. Since you are already in Canada, you can call the toll free number of CIC, (which we cannot access) and they will definitely guide you.
 
How would I apply if I don't have a permit thought?
Only a letter saying that I should have gotten a permit on the border
