Hello,

I am living abroad. I have a query regarding applying for a SIN card for the first time...

I landed in March 2011 and plan to return to Canada with my European passport as a tourist in July 2014. Would I still be able to apply for a SIN card? I will not have met the 730 day requirement in 5 years as I was only one week in the country in March 2011.

I do not plan to apply for a PR card until I meet the 730 day requirement so plan to stay in Canada for at least two years from July 2014.

Be aware that as you enter Canada, if immigration realizes that you are a PR which they might from your name, nationality and date of birth for example, they will ask you why you are entering as a tourist and not presenting as a PR. They will become suspicious that you don't meet the residency requirements and may report you on entry in which case you'd have to appeal for your PR and without a good reason for not having met them, you could lose your appeal.

If you enter without a problem, you will probably be able to get a SIN with your landing papers although questions may arise why you landed 3 years ago and don't have a PR card or a SIN yet.

You would be able to work with that SIN although it seems to be on the increase that everybody and their dog wants to see a PR card as proof of your status. Some employers may ask for it. You may find that when you apply for health care, they will ask for it and you may find it hard to get a drivers license as well.
