Applying Canadian Student Visa when visiting USA on tourist visa

Hi all, I am visiting family in USA with a tourist visa. I was recently accepted in a university in Canada and would like to apply for my Canadian student visa from Los Angles Visa Centre. Has anyone done so? What is the process? What forms I need to send to LA center to start with?
