My friend has being in Canada for two years on a work permit that is going to expires soon as a heavy duty equipment operator can he apply for permanent residency under the Canadian Experience Class , and if he can not would he be able to apply for and extension of his work permit.

No, Heavy equipment operator is NOC 7521, that falls in NOC class C. You can only apply for CEC under class 0,A or B.
