I have shortlisted some colleges, and am now confused. ??? ???

Please pls advice fast.. i am running short of time!
In case consultants is the way, could you pls refer a good consultant in new delhi?
PS: some consultancies are offering apllication fee waiver? Are such things really true or just frauds and scams?
Please do share your experiences. I dont want to lose money to fake agencies and running out of time, need to apply for sep13 intake!
