apply for work permit but last sem. i failed 2 course can i still apply

I am completing 2-year program in dec but I am pretty sure I will be failing 2 of my courses due to low marks. can I still apply for the work permit or any other options I have. my GPA is 3 till now but failed courses will reduce it.

That doesn't mater as long as you graduate and meet all other requirements.

You should look at the requirements of your program or talk to an academic advisor, if those courses are required then you will not graduate until you pass them so you cannot apply for PGWP. Your transcripts will show that you failed and you will not get a graduation letter which is also required to apply.
