Hello everyone, I would like to ask one question. I have got a conditional offer letter from DLI and the condition was to complete IELTS with an overall 6.5 bands and with a bold note [DO NOT SUBMIT TO CIC FOR STUDY PERMIT]. I have completed my IELTS already with a 6.5 overall band and submitted it to the college. But I haven't received the unconditional offer letter. Can I apply for the study permit with a conditional offer letter provided that I have completed the condition specified in the letter? Of course, I will attach the IELTS scorecard with my application. Will it cause any problems with my visa approval? The concern is [Do Not Submit To CIC For Study Permit]. I dropped mail to the college but they haven't replied. Hence last resort is to apply for the visa with the LOA.

Please help me. Thank you.

If the offer letter states “DO NOT SUBMIT TO CIC FOR STUDY PERMIT” and you submit it, the VO may think either you do not know how to follow simple instructions or you have a comprehension problem. Just my opinion...

Exactly what I thought before still, I was just confirming on the forum. I have dropped a mail to college again last night. I do not want to take risks. Once an unconditional offer letter comes, I'll apply for a study permit. Anyways thank you so much for your reply.

No problem. When you send another email to your college, mention that you are operating on a tight time constraint. Given the pandemic situation, visa and permit processng are taking much longer time than usual. I’m sure they’ll understand that.

Yes, I will keep that in mind for next time.


Don't use the conditional letter. Wait for your college to send you an unconditional one.

Yes, I will wait for an unconditional offer letter only and then apply for a study permit.

Got unconditional LOA and fee receipt from college just now. Will file for the visa.
