According to canada.com, the following applies for people wanting to apply for a visitor visa (which I'm assuming applies for those that are applying as temporary residents/students):

Your application won’t be processed until the suspension is lifted if an officer determines that you’re not able to prove that you’re eligible to travel at this time.

They have given no date for when the suspension will be lifted, not sure if the June 30 date they were giving last week is still valid.

So my question is, do I apply and just wait in the queue? Or is it better to wait until they officially lift the suspension?

You should probably just apply as soon as possible.

As far as I can tell, they've still not made an announcement on extending travel restrictions past June 30, which strikes me as unusual, but we'll just have to see.
