apply for PR after collage

hi every one I have question about my case...
can i study at college for 2 years (pre-university) and when I finish apply for PR?

Sure you can do that but suggest you make this a 3-5 year plan given although making an assumption based on the little information you have posted unlikely would think you could go straight from college to PR.

Once you have completed your 2 years course you should apply for a PGWP which could be a 3 year work permit to get Canadian work experience (min 1 year) and then consider applying for PR if you qualify.

Note in a previous post you implied studying in Quebec so suggest you check the below link to see whether the college qualifies for a PGWP given there are specific requirements in terms of course/qualification unique to Quebec.

I THOUGHT I can not do that so i decided to study vocational for 1 year and work for 1 year after that apply for PR and then study at college(pre-university)and after that universitylong process

It will be very hard to get a full year of NOC 0, A or B work to be able to apply for PR with 1 year of college. It is unclear what your background is and whether you have previous education or work history.
