Apply for pnp without expression of interest

Hey all,
I was wondering if you can apply for any pnp without having EOI in the IRCC /EXPRESS ENTRY profile, since i tried to apply for OINP and AINP but both requested date or to email EOI letter

Here is how to apply to SINP, if you are eligible through Express Entry. SINP has its own points system to get a nomination. Same with OINP.
