Hi all, quick question....

Can I apply if I move from Australia to Canada while my application is being processed?...Will I need to apply as “Inside Canada” or “outside Canada”?

Im looking to send in my PR application, then move to Canada about 3 months later

3 months won't be enough ( most likely) to have your PR, but you can apply outland, then go and "visit" Canada. you can not "move" to Canada as you don't have a PR yet, but you can enter as a visitor, ( for 6 months or more), and wait out your PR in Canada. Sydney is a very fast office, so you might be done after you leave Australia.
The tricky part is : you can not import ( apart from paying taxes) anything before you have your PR. But if you are going to Canada with 2 suitcases for example, then it's not a problem.
You would not be able to work, and might not be covered for healthcare depending on where you would go to ( health care is provincial), but apart from that, it is feasible.

In your case (with Sydney as a VO) there is no reason to apply inland. To do that, you would have to wait until you are in Canada to apply, then send your application, not leave Canada for 14 months. Instead, apply outland, go to Canada (with your partner I presume) on a visitor visa and wait the PR in Canada. It's legal and quite a few people do it.

You can also look into if you are eligible for a working holiday visa. If you get it, you can work in Canada while you wait for your PR.
 
When they ask me for a medical certificate, can I then get it while I am in Canada, or will I have to return to Australia to get it done? Is it possible to get it done beforehand?
 
You must do the medical before you send your app. Go to this page http://www.cic.gc.ca/dmp-md/medical.aspx to find a panel physician in Australia.
 
you can do the medicals anywhere in the world as long as it's with a physician on CIC list. Doesn't matter if it's in Canada or in Australia - but it must be done BEFORE sending your application.
