Apply for citizenship while waiting for PR renewal

According to this forum, some people get their applications for PR renewal delayed because of some secondary checks and sometimes these delays are quite extended.

In that case is it possible to apply for citizenship while waiting PR card renewal with an expired previous card?

Yes you can apply with an expired card. Whether the card is valid or not has to do with traveling but not with your residency status. As long as you fulfill the residency requirements you should not have a problem.
